Both of these offer a solution for the same problem but in different ways. Power flue gas fires as the name suggests has a flue that is powered by a fan, the fan sucks the fumes out of the fire and expels them out of the rear vent on the fire.  Balance Flue gas fires have a glass front and a double walled pipe running horizontally through the wall. Clean air in brought into the fire via the inner pipe and dirty air is expelled through the outer pipe.
